If you want to withdraw a child from public school, you may download a sample withdrawal letter here, fill it in and mail it "CERTIFIED MAIL/RETURN RECEIPT REQUESTED" to the principal of the public school your child is currently attending. If you take the letter to the school in person, taking two copies allows the school to sign and keep one while you retain a signed copy for your records.
The school may ask you to sign a form they provide to you, but you are not obligated to do so. The homeschool community strongly encourages you not to sign the letter as it is not required by Missouri state law.
